SolidWorks can open many file types, but ".pkt" is not one of them.
If possible, exporting a parasolid (.x_t, .x_b, .xmt_txt or .xmb_bin) format from IDEAS would yield the best result for import into SW.

Do you have access to SolidWorks?

Sounds like the service bureau is asking for a package file that will easily allow them to import the I-DEAS data into their installation. If you have a set of files (.prt, .asm, etc.) along with a .pkg file, send them to the service bureau. If all you have are the .prt files, send them anyway - a .pkg file isn't needed if you know your way around I-DEAS.

It is also a UG(NX) file, and UGS bought out SDRC and now owns Solid Edge.
