What version are you using?
Is SE installed on a network?
1. This sounds like SE can't file the license file. SE requires a license file to be present on your computer to run the software. It should have been sent via email after purchase or after a new release is issued. Check that SE is looking in the correct folder for your license file.
-Start, programs, SE V_, licensing, license utility...
Browse to your license file folder.
2. If you purchased a configuration that uses a dongle or hardware lock you have to 'plugged' in to the USB port.
3. If you haven't installed whatever license mananging utility your version came with you need to do that first.
a. Obtain Web Key
b. Get correct license file
c. Install flexm manager for floating licenses
go to http://support.ugs.com/ for help or refer to your installation manual.

SE V19 is only certified for:
* Windows XP Professional® operating system (32 bit or 64 bit)
* Internet Explorer 6.0 or higher
also Net2.0 is required. When not installed some functions
(i.e Tutorials, UserTable) will not work.
So it will run under XPHome just by accident ...

At work I'm running XP pro. But I have a home license for a machine running XP home edition SP2. It runs just fine.

I've not said that it will not run but there is no guarantee
that it will run in the future and there is no support in case
of problems, that's all
