This is probably something VERY simple to fix. But I seemed to have forgotten how to do this!
I'm working on a draft file and I'm in the process of dimensioning some holes. I use the "Callout" command with the smart "Hole Callout" option. When the dim is displayed on the Draft file, I get a fractional value as opposed to the decimal value I want.
I have changed the HOLE.TXT to feature decimal values and re-started SE, but this doesn't seem to work. The fractional vale keeps re-appearing. I have also looked through the settings for the dimension style, and and under "Options" and nothing has jumped out at me.
Any help?

did you check Format --> Style --> Units
Round-off?

On the off chance that I was totally off base here, I have checked both of the suggestions you made. But I have confirmed that neither of these control decimal versus fractional display in the draft file. They control how units are rounded off.
To restate my problem; I'm seeing fractional values when I want decimal values.
BTW, I should mention that I'm using V18.

when I set Format --> Style ANSI --> Units and
then round_off to 1/16 instead of .123 I'll get
1 1/4 instead of 1.25

I'm sorry. But I believe you've misunderstood me. I do not need to address the round off issue. The section you directed me to in SE help states:
"Sets the round-off for the value. This control is sensitive to the unit setting (decimal or fractional) and contains values as appropriate for the unit. This control is also sensitive to the dimension being placed and contains values as appropriate for the dimension."
and does not state anything about the fractional versus decimal display. This sets the ROUND OFF VALUE.
In an effort to be as correct as possible, I did try to follow your advice from your previous reply. That STILL is not it. I've changed it to both .123 and 1/16" and still get fractions. Unless I am missing the boat entirely, the changes you are suggesting do NOTHING but adjust the amount of round off.
To be totally clear here, I DO NOT want to see fractional values. I would prefer DECIMAL. I already know how to address the accuracy (number of decimals places shown). I'm seeing "5/16" when I want to see 0.3125. I am seeing decimal values in my dimensions. BUT NOT IN THE HOLE CALLOUTS
When a QC inspector looks at a print, they need to be able to see a decimal value. If they see a fractional, there is some interpretation involved. Example: "1/16" -- is it 0.0625, or 0.06?
In addition, our tolerance block is set up so that any dimension with 3 decimal places is +/- .005. So,....how many decimal places is 1/16" to?

Based on the very first post, the hole was created and aftwards the holes.txt file was changed to decimal. Problem is, once the hole is created, it doesn't reference the holes.txt file anymore. The definition of the hole feature in your model still maintains the fraction.
If you edit the hole feature in your part, you will see an asterisk next to the thread callout. This means that the definition of the hole does not exist in the holes.txt file (because you changed the file after the hole was created). Change the thread callout in the hole feature to the decimal callout. Save the part, reopen your draft, and update the view.

I've created an 1/4 hole which I'm able to dimension
either with decimal or with fractions.
The same holds when the hole is created with decimal
settings.

Are you using SE V18?

When you create a hole SE seems to copy the information from the holes.txt file to the hole feature in the part.
If you then change the holes.txt file already created features wont change. You have to go in a edit the feature.
This only applies I believe if you use a hole callout. If you put an actual dimension to the hole then I'm guessing it would be decimal, I've never dealt with fractionals this way.

and with SmartDimension and with a Callout attached to
the hole

yes, a created hole's data is stored inside the file and has
no connection to the holes.txt any longer. Otherwise it
would be hard to move the file from one location to the
other without the holes.txt. Also it makes it possible
to copy the (stored) holes data from one file to another
(via macro)
