No one can help you if you don't clearly explain in detail what ails you.  We can't read minds or between the lines.

vacuum is needed for charging liquid from other tanks
to other tank, what shouldi calculateor measure?

RE: vacuum pump sizing

The capacity of a vacuum pump can be decided by Gaede's equation S = (V/t)ln(P2/P1) where V is volume to be evacuated, t is time, P2 is final pressure and P1 is initial pressure, both in absolute terms. Apply suitable leak rate and you are done.

RE: vacuum pump sizing

A small correction. The ratio should be P1/P2
