I am looking for a way to plot motion profiles for a twin eccentric pulley drive with constand speed on one pulley and tentioner. The two pulley's are connected with a timing belt. The rpm, amount of eccentricity, the phase change and pulley diameters are variables that I want to change and plot the duifferential motion profiles of the driven shaft?

I'm not really clear on what your doing, but anyway - if you can reduce it all to equations, you can set up a spreadsheet to calculate the parameters and display the plot.  Excel calls this an X-Y scatter plot.

Resolve the motion to an equation and then use a plotting program that allows you to enter your own defined equations.  

You can find them with a search engine, many offer a free trial.  If you like excel, that would work as well but with a little more work.
