I have a Russian Collegue. He told me that Paper insulated cable is still common in Russa.
I got confued by him. To my knowledge, paper insulated cable should be used on higher voltage level. below 10kV, we should use XLPE.
is there anybody from Russa?

Yes, PILC cable is still common, visit some websites of cable manufacturers. I've checked a local cable manufacturer's catalogue (Aberdare):
PILC (belted type) - up to 11kV
PILC (screened type) - up to 42kV
XLPE-insulated cables - up to 42kV

Presently is commonly used for HV application. In the US, XLPE is gaining popularity to the point that recent projects at 345 kV are using XLPE instead paper cable or pipe type witch is the most common application.

It's expensive and requires a specialty contractor to install, but I've tested some that's fifty years old, too, and it does very well.
