Does any one know of a reference (ASTM or DOT possibly) that documents Cl- contents (% by weight of sample or ppm) for soils that are adjacent ot reinforced concrete elements?

I have a project where there are very high Cl- contents in the concrete adjacent to the soil (test values for Cl- % are very large compared to ACI standards) and he have tested the soil but cannot find a reference with a tolerance or threshold beyond which it is accepted to be classified as low, intermediate, high etc re corrosion to the embedded reinforcing steel.

I posted this in SOIL TESTING ENGINEERING but have not received any replies to date.
