You need a pressure.

The accepted number is Minus 28 Deg. F.  The saturation pressure for R-717 is equal to atmospheric...

But put a pail of any volatile on the floor and blow air across it and it will cool the liquid way below the saturation pressure....With ammonia, minus 60 or minus 70 is easy to achieve this way.  Nobody will stand down wind of it, though.
