For a piping in gas service(B31.3 standard), there is a vent spool that includes a valve and a piece of pipe with 2 elbows and is open to atmosphere. Is is required to hydrostaticaly test this spool?
If any answer, please tell me the reference.

Remember that B31.3 requires a test for mechanical joint leak check and not strenght testing. So, what is the relationship of the piping and valve, is the piping downstream of the valve, if so, the joints leaking are not a concern and no test is required.  If the pipe and the elbows are upstream of the valve, then the test is required.

Note: This is only a quick reminder, if the gas has VOC's in it, then check with your Environmental Group to see if a plug is required to prevent VOC emmisions from the piping you described.

Any piping that is "open to atmosphere" has an operating pressure less than 15 psig.

This means that B31.1/B31.3 does not, by it's own scope definition, apply to atmopheric vents and drains.

Test according to "good engineering judgement"....which, in my opinion, would be a 5-10 lb air test..

My opinion only...
