I AM DESIGNING A VESSEL WITH 317/317L DUAL MATERIAL FLANGES. BUT I CAN NOT DETERMINE THE HISDROSTATIC TES AS I HAVE CHECKED THE B16.5 AND THERE IS NOT ANY REFERENCE TO THIS MATERIAL.

Look again, in ASME B16.5, see list of material in Table 1A. ASME SA 182 Grade F317 is listed as forged flange material.

If you are designing the vessel to ASME VIII-1, you might want to check out the Clause U-3 and the Table U-3 referenced in the latest edition of the Code. The B16.5 recognised edition is not the 2003 edition, but the one you are using, the 1996 edition. This is the only one listed in the ASME VIII-1 and I cannot locate any other clause which allows you the use of the revised 2003 edition.
I am having now a hard time in the project I'm working on, with the third party inspection agency which does not allow the use of revised pressure / temperature ratings for the materials listed in the 2003 edition of B16.5, because of that dreaded clause U-3 and Table U-3.
I do believe that the intention of this Clause wasn't the exclusion of the revised B16.5, however some over zealous inspector can give you real problems...

I have done this in the past for 410SS nozzle flanges which are also not listed in B16.5.
