LTC hunting during light load periods

We are running two LTC's in parallel. We have been having a problem recently with a high number of LTC operations on each unit. Closer inspection revealed that the units are "hunting" for a period of a few hours early each morning during light load. As soon as the load comes up, they fall back into step and appear to be paralleling correctly. Can anyone think of anything that may be wrong to cause such an intermittent problem? I've checked settings and recalibrated the LTC controllers with no improvement.

Any chance the LTC is fighting with a cap bank controller somewhere nearby?
