I barely keep afloat with protel.. I am very "new."

I need to create a SLOTTED through hole foot print.

How do you create a SLOT in the footprint library?

I'm not aware if you can directly do slots. What I do is put a pad/hole at the center of the feature, and then in the "Drill Drawing" layer put a drawing/sketch of whatever is needed for the board house to complete the feature (dimensions, plated/not plated, etc). You could do this with any mechanical layer, but I happen to put all notes, hole schedules, PCB info in the "Drill Drawing" layer - everything needed for the PCB house including a drawing outline and title block.

I place all specialty items like that on a Mechanical Layer and spell it out in the ReadMe/BOM file.
