I hope that can understand me because I’m not speak English.

Well, Even I’m not an engineer but I work in a petrochemical and here assigned me a project that is about recover a steam in condensed form, I must calculate the adequate area of interchange, I was verifying the present state of that steam that comes from the unloading of the turbine that moves a compressor. And are 250°C and 44 psi that is a steam sobrewarmed and I must condense 28ton/h. My design of a surface condenser already I have made calculus like vaporization enthalpy and heat, but I must to use like cooling water a treat water that is the available which this to a temperature of 35 °C what make me a difficult work. I don’t know, I need someone help me. Here I do not have information and something to guide me. In the company asked me to simulated my calculus and this is other difficult because they don’t have program. I’m young and for me is a challenge and i think through Internet can find help.

Please, help me!

You should hire an engineering organization that specializes in heat transfer equipment design and fabrication.

for the cooling water look at the sensible heat.  For the steam look at the latent heat (and sensible if applicable).

You need three things:
1. A book, Steam Surface condnesers, by Richard Putman, ASME Press, ISBN 0-7918-0151-9

2. A reference, Heat Exchanger Institute, Standards for Steam Surface Condensers

3. Hire a firm that designs and builds such condensers.  The first two will help you understand the design and ask good questions.  Check out the members of HEI.

That operating pressure of 44 psi is too high for the typical surface condenser. Normally the operating pressure is less than 2 psia. At a pressure of 44 psi, a TEMA type shell-and-tube heat exchanger could be used.

Design of surface condensers is a specialized job. Surface condensers may not be of regular defined shape , as shell and tube exchangers are. They have an air cooler zone at times. Also requirements of expansion joint are to be analyzed. You may have a look at KERN book for basics.
