Scouring concerns for project near coast

I have a project that is located close to the shoreline on a inland coastal bay (off of the Gulf of Mexico).  The project is located well inland of the mean high water line.  I cannot find any reference to the Coastal Construction Control Line that is typically referenced on coastal (Gulf front) projects.  Does anyone have any thoughts on if further consideration should be made for scouring of the footings?

IMHO, if the site is subject to hurricane storm surge, then consideration should be given to scour. Maps showing the storm surge limits should be readily available.
