Is the following a permissible test configuration (UG-100): Pressure is supplied through a special test fitting that attaches to a vessel fitting. The vessel fitting is welded or brazed to the vessel and is listed as part of the vessel on the U-1. The special test fitting seals to the vessel fitting with o-rings on the ID or OD of the vessel fitting. (The ID or OD is used depending on the size of the vessel fitting.) As a result the joint attaching the vessel fitting is subject to test pressure, but the very end of the fitting does not see test pressure.

Yes, your system complies with the intent of pressure testing of a pressure vessel.
Since you are testing the vessel, including all the welded attachments and fittings, the mentioned joint is only required to support the test pressure. Any leak is deemed as a loss of test pressure, which means unacceptable test (test procedure). If the test pressure is maintained for the prescribed duration, the seal is acceptable for the purpose of temporary use. This principle doesn't apply to the nozzles blanked off with standard covers (or covers designed to the Code), where the gaskets are part of the pressure components tested for design conditions. Obviously, the safety issues related to the loss of test pressure, due to selection of wrong/unsuitable seal is your personal responsibility.
