I am a new ASME user and doing a WPS review.I am still not very clear about the relation between WPS and its supporting PQR. For example, in the WPS the min. preheat temperature is 50F and in its PQR the min. preheat temperature is 70F. Could this WPS be supported by this
PQR? Another example, Max. interpass temperature in WPS is 600F and it is 660F in PQR. is it OK or not?

The PQR gives you base values and you start there. See SecIX QW-250 and the following tables. Pick your process and see the "Essential Variables". Make sure your read the referenced verbage.

The best place to start is to get a copy of Section IX, and read the introduction through the end of section 3 (for welding).  You don't need to read section 4, as you only need certain paragraphs of that when called upon by other sections.  It explains it all in there.
