Need some direction here.
Can I qualify a procedure for AISI 4130 to a P1 Group 2 material and be qualified to weld AISI 4130 to a S1 Group 2...and if so can you direct me to some part of the ASME IX that reflects this, as I refer to some standard or code to justify this ?

Yes, see QW-420.2. Normally, qualification of a procedure using a P-No base material can be used for S-No base materials of the same number and group. You cannot qualify a procedure for a P-No base material using an S-No base material.

Depends on the welding process and application (impact testing).

I beleive the answer to your second question is yes & no...see ASME IX, QW-403.5...if this involves impacts.
