We are trying to put up a report for a flocculator which is out of service in our production line. Even though the treated water quality is meeting standards the EPA is being a bother to us. The decision is to put up a report to the EPA that the floculator is broken down and we do not need it. Any ideas How to go about it?

If you have multiple units, hire an engineering company to prepare a report. In the report, do a side by side treatment comparison that compares a broken flocdulator to a working flocdulator. If what you say is correct, your analytical results should prove your point.
