The processes used in WPS are GMAW/SMAW and the processes used in supporting PQR are GMAW/FCAW. is this permitted? Should the welding processes in WPS and PQR be same?

For the WPS to be qualified in accordance with Section IX of the ASME B&PV Code, the welding processes on the WPS must be supported by the welding processes used in the PQR.

So, the PQR that was generated for this WPS must have the GMAW and the SMAW processes qualified. Keep in mind that you can have multiple PQR's support a WPS.

The question can't be answered completely without knowing the applicable welding standard.

Per ASME Section IX, solid wire GMAW does not qualify flux cored wire. This is an essential variable per QW-404.23 and QW-255.

If the WPS / PQR is in accordance with ASME Section VIII division I which uses Section IX for welding, then the answer is that only the one process used in the PQR is qualified.
Without knowing how the procedure has to be qualified, I cannot give an accurate answer.
