I need to monitor remotely the presence (1 or 0 ) of the voltage across the terminals of a surge capacitor(part of a 13.8 kV fused RC snubber) and would like to avoid using heavy PT's due to their weight and size.Has anybody come across such voltage sensors and can suggest a manufacturer / distributor?

Try using the Lindsey voltage sensors:

We didn't have any problems with these sensors.  Make certain you use Lindsey's low-loss instrument cables, otherwise it will not function correctly.

I was told by a contractor friend that Biddle Instruments (AVO Corp) has a new power quality detector that provides harmonic analysis on the end of a stick, so it might be capable of measuring power factor too.
