Gentlemen,
I am seeking some advice regarding code cases 2199-1, 2199-2 and 2199-3.
1. I have a copy of ASME code cases 2004 which shows in the numeric index that none of the above cases have been annulled but only 2199-3 is included in the 2004 case book. I would have thought that the 2004 case book would include all useable code cases. Does anyone know any reason why it does not? In addition, I always thought that the sequence 1, 2, 3 etc represented different revisions so only the highest number was current.
2. All three code cases relate to 2.25Cr-1.6W-V-Cb material and the only differences between the three code cases appears to be the conditions under which this material can be used. For example in 2199-1 there are four conditions whereas for 2199-3 there are six conditions. What I do not understand is why a code case with four conditions for material use can be current at the same time as one with six conditions. I would have thought that the latest code case 2199-3 with four conditions for use would be current and supersede all other code cases.

You are correct. The current revision to Code Case 2199 is 3, and is the Code Case in effect until it either is annulled or revised again. This revision supercedes prior revisions to this Code Case and could be used for new construction of a Section I component provided the Jurisdiction and Owner accept Code Cases.

Code Cases are dealt with on a case-by-case basis with owners and regulatory bodies. If the contract calls for construction using the latest edition of ASME B&PV Code, the Code Case recognized by the latest edition would be applicable (2199-3), in my opinion.
I would have serious discussions as to why an earlier Code Case revision would want to be used for a new contract because revisions to a Code Case are issued by the Committee to incorporate recent experiences or new testing data. Remember, Code Cases were implemented by the ASME B&PV Code to allow for immediate use of material or processes that eventually will be incorporated into the Code.

If a Code Case has been annulled isn't that material now covered in the body of the Code?
As to the use of old code cases, I only do it if the year Ed, Add of the code matches the specific rev of the Code Case.
