Cold Weather Epoxy or Other Similar Material

I have need of an epoxy or "grout" or other material that I can use to encase steel exposed to the elements. The work would be done in cold weather. Any ideas? I'm looking into the products made by Sika, but it looks like everything has a working temperature of 40 degrees F minimum. Thanks in advance!

RE: Cold Weather Epoxy or Other Similar Material

Is this encasement a structural or architectural element? If structural, why not use concrete? If architectural, there are many companies that make pre-fab column wrap products.

It's a really small encasement... I'm looking into wraps right now.
