I am a designer of equipment for children with special needs, I have a tray made from 7mm "Formica compact" that requires a softish lip to stop toys and pens running off it as well as protecting the child from the hard edge of the formica. I have found a pvc extrusion that is ideal for the job but am having great trouble bonding it to the very inert formica.

We currently bond an Aluminium Finisher to PVC using a primer product and double sided tape. Both products are available from 3M.

3M and Loctite are the two best adhesives suppliers.  I would recommend starting at their websites for more information.

3m 969 adhesive transfer tape, comes in various widths and thicknesses can be used with hand dispenser gun, it's used widely in the automotive and aerospace markets for trim application, we use it bond PVC to lexan, plexiglass, and aluminum with no primers.
