Any recommendations on how to soundproof an 8" CMU wall for a blower room would be appreciated.

I've seen movie theaters where they called for all cells to be filled with sand.

Grout would also work.  I'm no acoustical engineer, but I think you'd simply be looking to add mass.

the best way is with a double wall, with air space in between.  Otherwise, even with thick insulation, sound can be transmitted directly through the block and into the drywall which will resonate and transmit the sound.  

Filling the cells of CMU block with sand doesn't prevent the sound vibration from travelling through the block itself.
