Can anyone suggest a relatively simple and inexpensive CAD software for producing electrical wiring drawings, etc.

If all you want is a drawing, and not a database that feeds routers and simulators, most any 2D CAD program should do.  

TurboCAD is certainly more than enough; they are >very< aggressive about discounting it when the trial period runs out.  It can export files in AutoCAD format, which may be important for collaboration.

KeyCad Complete is way cheap, has an intuitive Windows interface, and can make a decent drawing.

Neither of those, nor AutoCAD, can drag symbols around and keep the lines connected, like a real schematic capture program does.

Intellicad.  Also allows sharing with AutoCAD victims.
