I'm not sure what the american meaning of Kinky is but in the UK it generally refers to sexual perversion and would therefore not be appropriate for a politician to use as a nick-name...but then again?

Polis from the Greek means city or state, 'politikos' describes things concerning state or city affairs. Ticks are parasites on the polis.

This reminds me of a news interview that almost made me crash my car whilst living in America.  Some police force had been over-zealous with speeding and/or parking tickets to the annoyance of an old lady being interviewed.  Her comment on how she thought the police should spend their time:

"They should be shagging the gangbangers in the schoolyards"

I had to ask my American colleagues what it actually meant!

In Northern California, I'd define "shagging" in that context to mean "catching" or "rounding up."

My buddies and I used to go to the park to catch fly balls. We called it shagging flies.

My friend runs a Home Depot. He occasionally makes reference to "shagging carts" to describe when he goes out to gather carts in the parking lot.

Well in the UK "shagging" is pretty much what defines "gangbangers", so having the police join in wouldn't be a problem.

Talking About Singers instead of Friedman I would prefer the one who plays “ pay me, pay me, pay me my money down, pay me my or go to jail, pay me my money down”

I am inclined to side with "shagging" as "catching". I have heard both "shagging flies" (catching baseballs in the outfield) and "shagging grocery carts" (collecting up the grocery carts in the parking lot).

Shag is a type of fabric.
Shag is the name for some birds of the cormorant family like the Common Shag.
Shag is fine-cut tobacco.

So surely shagging may be: -

Fabricating  clothing.
Bird watching.
Smoking.

Hey Greg,
You're right, Kinky's book is a hoot.  One of my personal favorites " You can lead a politician to water, you just can't make him think".  One of his supporters, Willie Nelson has told a funny line or too also.  Recently, after being stopped with a bag of contraband, he apparently said, "it's a good thing it wasn't spinach, I could have been killed"

Pardon the typo in the Language forum, should have been 'two'.  Oh, and another minor correction, I think Willie said he could have been 'kilt' not killed.

Willie's bag also contained "narcotic" mushrooms.  I hate that a perfectly good word has been hijacked to include meanings which are far from the original.

I thought that was the Welsh.  Velcro gloves and welly boots.

It's also the reason for the invention of the kilt.  Many sheep now get nervous at the sound of a zipper, the kilt solves this problem.

Near Leeds in the north of England there is a place called 'Woolley Edge'. Now maybe I'm misjudging Yorkshire folk, but I reckon I know what might have been taking place on top of that cliff when they named it... wink
