I am looking for a code requirement or at least a link between ASME VIII and the blast loads imposed as external loading on a column 1600mm ID and 24 m tall, including 3 m skirt. Could anyone please give me a hand?

George, do you mean a blast like from explosion of a bomb?

Yes, explosion. The column will be erected on a gas plant where a gas cloud could ignite and detonate, in case of accidental release or malfunction or even terrorist atack. The potential for escalation is part of a hazard study, but the overpressure of a deflagration is the one affecting the column. Part of the design are combinations of operating and additional loads, one of them being the blast load.
I'm still unable to identify any code requirement of how to take in account the blast load, to prevent the tripping or damaging of the column, in case of a blast described above.

BPVC has nothing about it. It only requires to take such conditions under consideration when designing. I saw a lot of serious elaborations at Department Of Defence about impact of nuclear blasts on various structures, with methods of predicion of the effects. Might be helpful, I still have something from that.

Since I have been doing a fair amount of research about propane storage facilities, I can across material titled" Risk Management Program Guidance for Propane Storage Facilities- 40CFR part 68".  There is a section about 1 psi overpressure from potential sources such as tanks and pipes.  I think that you will get part of your answer in this manual.
