Variable valve timing device on 2005 Toyota Highlander camshaft?

Variable valve timing device on 2005 Toyota Highlander camshaft?

(OP)
In the camshaft drive gear of the 2005 toyota highlander engine, there is a circular cylinder attached to the camshaft drive gear.   It is bolted onto the drive gear, and it has a magpickup on one side.   I do not have the engine teardown manual.  Would anyone know what it is?

My guess is that it is damper of some sort, but it could be for valve timing adjustment.   Any ideas?
