I have a question about how the anti-static additives in polystyrene works.

And additionally what test methods exist, I only know of a decay method.  The test does not seem to give results that I can corrolate to experiances 'in use' and the environmental impact that seem to occur.

I would suggest that you take a look at the Plastics Additives Handbook Edited by Hans Zweifel. It gives a good account of antistatics and how they work. There are different types, some that work immediately after moulding and some that need time (days) to diffuse to the surface where they work. Some are easily washed away and some are more resistant.
