Is it the intent of ASME SC VIII Div.1 UW-17(f)(1) welder stamp can not be applied at -40ºC for ferrous materials.

I believe you meant UW-37 (f). Yes, -40 deg C is too cold for stamping ferrous materials in accrodance with UW-37 (f). Stamping can be done provided you have ferrous materials limited to P-No 1 Groups 1 and 2, with a MDMT at or above -29 deg C.  In lieu of stamping, the manufacturer must maintain a record of the welders ID and location of their welds.
