The electromagnets have a 1,000 pound holding power and are round 3" purpose built electromagnets. Could they be used to provide strong rotary motion by pushing a permanent magnet?

What is rotation angle?
The 1000lb is probably when the air gap between the pole to the plunger is zero. When the air gap is larger the force drops rapidly. To push the magnet the air gap (the distance between the electromagnet pole to the magnet will increase. This will result in a drastic result of the pushing force between the electromagnet and the magnet.

You should ask help from a professional.
It is better to design/buy s rotary electromagnet but it will be much larger.

I mean the electromagnets are built as lifting magnets and are dounut shaped but incased in steel so that the whole is covered up.

If you design an electromagnet to operate on DC and lift things, the optimum design often ends up looking like a lifting magnet.
If you design electromagnets to be used on alternating current and produce rotary motion, the optimum design often ends up looking like a motor.
There is more involved than just 1000lbs. force with zero air gap.
