There is a disagreement between engineering and fabricators whether the piping to the economizer needs to be fabricated according to Section 1 or just plain piping code B31.  Can someone please inform me if the piping to the economizer must meet Section 1?  And if yes, what paragraph?

P.S.  Someone had mentioned hearing that the Section 1 code applies to a certain distance of piping but can't recall the location within the Section 1 code.

Yes, please obtain Section I of the ASME B&PV Code and review PG-58.3.1. All of the information is there regarding Administrative jurisdictional and technical responsibility for boiler proper and boiler external piping and joint.

The ASME B31.1 Power Piping Code also describes the jurisdictional limits and the dividing of Administrative and Technical responsibilities.  The Boiler External Piping to provisions of Section I are depicted in the diagram of B31.1 Fig 100.1.2(B) where the BFW inlet to economizer has control valve, check valve and stop valve are shown within the jurisdiction of Section I.   This is further described in para 122.1.1 and the feedwater valves in 122.1.7.
  
The configuration assumes the economizer to be integral with the boiler, such that there are no valves between the boiler drum and economizer.  If the economizer is a separate unit with a stop valve / control valve between the drum and the  economizer, then the jurisdiction break could occur at that stop valve.  My easy way to view the Section I envelope is to look at a hydrotest setup of the boiler, and the extents include all piping up to the first valve (steam lines) or to the second valve (BFW or blowoff lines) from the boiler.  For most economizers having steaming outlet conditions the control valve is on inlet side of economizer. Of course, if there is a valve between the drum and the economizer, then a pressure relief valve is needed to protect its piping from fluid thermal expansion, if the economizer were to be blocked in .
