I would like to know if there are any pre-detailed states or states with counties available on the internet.

You should be able to find clipart somewhere in .wmf format.  I think what you're looking for actually comes with ms office.

I am referring to states as in New York, Florida, California and the counties within.  If you have some reference or site I would be appreciative.

Excuse me, but it is the "pre-detailed" part which I don't get it. Are you looking for library of details and drawings available from various states/county internet sites?

I apologize.  I am looking for the state and county outlines themselves.  A map, if you will, except with only the state and county outlines.  

No. I am not looking for the individual DOT details.  There is a link from FHWA to access all of the DOTs that I use for that purpose.

That is exactly what I want!  However, I'm not in a position to pay that much for what I need.  I do appreciate the link though.  Thanks.

I was hoping that some of those files were available on some of the CADD sites like CADALOG.

You can download them from Arc Data Online (<http://www.esri.com/data/online/index.html>;).  As far as I can remember, they are ArcInfo Shape files.  If you are using AutoCad Map, you can import those files into AutoCad Map, and save them again as .dwg.
Even if you are not using AutoCad Map, I think you can find a freeware conversion program somewhere to convert them.  I'll see whether I have such a conversion program on my harddisk.
