I've got a 2 speed 9 leads out 3 phase motor which i need to build a cabinet for .I know that it is a star delta start on low speed and jumps into high speed  but doe's anyone know the contol wiring and phase wiring for it

Thee are several versions of 2 speed motors. You need to attain more information, possibly from the motor manufacturer. The connection diagram should be on the motor connection box under the cover. If not, go to the manufacturer with the nameplate information and they should be able to supply it to you.

See the nameplate for HP, voltage and speeds. that could be the key to know if it is "Constant Torque", "Variable Torque" or "Constant Power". Check and post the actual ID numbers that the nine leads are bearing.
