Is there any good info or informed opinions out there regarding uplift pressure on solar panel arrays?  I'm reviewing a large project where overturning stability is an issue and time is short.  I'd really appreciate some help trying to judge the appropriate uplift pressure that was calculated using simple building code procedures. Are simple building code procedures even appropriate?  Any opinion on what values to assume?

This is a very large project on the side of an embankment, so the frame and panels are both sloping at 26 degrees.  The panels are 4 ft above the slope, running parallel with the slope, all in one plane.  The arrays are mounted on independent frames, each 26 ft wide x 40 ft long (top to bottom of embankment slope).

The issue comes down to how much concrete ballast to use for stability.  Any assistance, experience or recommendations would be greatly appreciated.
