When I add an existing part to an assembly, all my layers and blanked objects show up.  But when I display the part, only the solid geometry is visible.  What am I doing wrong?

Also, how do I change the units in the part, I need to convert the part from mm to inches.

1)  Check the reference sets of the component.  It sounds like you are adding "entire part".  What appears on screen when you are in the component part has nothing to do with what is in the reference sets.

In the ugii folder where NX is installed, there is a program named ug_convert. Run this in a command window to convert units.
