Seismic Forces under ASCE 7-95

Seismic Forces under ASCE 7-95

(OP)
An equipment vendor has given me data for sismic design of the equipment foundations based on “ASCE 7-95”.
I dont have this publication, therefore I wish someone to tell me if the seismic forces under ASCE 7-95 are factored or not factored.
In case they are factored according to UBC-97 (Chapter 1612.3.1) they must be divided by 1.4 in order to use them in ASD load combinations with Dead and Live loads.
I think ASCE 7-95, in the year 1995, provides the seismic load already factored, but I an not sure.
Can anyone please help me?
