Is there a good reference/web site that has the requirements for working clearances in front of low voltage motor control centers and distribution equipment? I am in the US designing for a project in Holland with very limited space.  Thank you.

Check the safety electrical clearances in the IEC or CENELEC Standards

we are in the uk and normally work on 1m plus the width of an open door

In the US, NEC 2005 atricle 110.26 Space About Electrical Equipment.

AS 3000:2000 (Australia): "2.9.10 Emergency exit facilities: Sufficient exit facilities shall be provided to enable a person to leave the vicinity of a switchboard under emergency conditions." This means 0.6m around and more than one exit if the panel board is more than 3m in length.

Article 08.01 "Space and Location of Electric Service location" of the 02.04.0400 document from the Movenpick hotel design criteria leave it to you, but requires an insulated floor mat in all the room.
