Is it possible to practice asbestos encapsulation in the USA now? Are there new guidelines for the future?

Possibilities are endless.  There are infinite ways of confining, and making harmless asbestos.  The problem is how to do it legally.  There are certain prescribed methods for eleiminating asbestos, AND NO OTHERS.

Other methods can be developed and approved, but the process is long, arduous, and filled with long government reviews.  Not the sort of thing you want to spend some years of your life doing.

To learn about the approved processes for treatment and remediation, look on the internet and in the library under "BACT, that is Best Available Control Technology."
