Both seem OK to me. Have no idea what/if/which grammer rules would apply.

The "as at" seems awkward in this application.
However, that's just a personal preference thing, I couldn't back it up with any Grammer rules I know.

I tend to agree with Don's answer ("as at" + date is a chiefly Brit thing).
