Is anyone got any information about plate load test procedures on highway fill? Is it the same with regular procedure like on foundations?

You can use that procedure; however, why not use the in-place CBR test (ASTM D4429)?  This yields data that can be more readily used for pavement analysis without correlative interpretation (unless you're just looking for a K value...in which case, do the plate load test).

Actually the contractor wants the PLT according to DIN 18 134 which is a standart for PLT on pavements. We are looking for deformation modulus Ev1 and Ev2 similar to K
