Photometric file how do I question

How do I write my own photometric file (.ies)?  I googled it but didn't see much about this subject.  Does anyone know of a tutorial on how to write one OR someone who has done it and could tell me how or where to go?

I have only used photometric files to plug into a lighting calcs.  Most vendors have *.ies files available for download for almost every imaginable lighting fixture/bulb combination.  

It seems to me that any *.ies file would have to be generated from from data obtained during some kind of approved standard testing.  I have no idea how these test are conducted, nor how the data is collected.  The file itself is just plain text.

You'll soon find out how much fundamental data you need from the manufacturer and probably give up like me!!
