I met a problem concerning the potiential of grounding grid.

V=IR
Maximum potential, V, usually occurs during a fault with high current,I.  The size of the ground grid and the resistivity of the material surrounding the grid will determine R.  IEEE 80 mentioned above is an excellent reference for substation ground grids.
