Is it true that when using lofted bends SolidWorks does not apply a K factor to the bends, which means the flat development will be off and the formed part will not fit up correctly?

It's true.  I make 2 configurations of a lofted bend, for example a cone.  I make 1 config for the shop drawing, and a 2nd config with the correct flat pattern for water-jet or laser cutting.  I use an  Excel spreadsheet to figure out the layout for a cone, shown here:
