I'm trying to size an expansion tank for a hot water system at 180 deg water.

What exactly is min. fill pressure?
How do I find max operating pressure?

is minimum operating pressure at tank equal to min fill pressure?

Check out this thread it runs a little long
thread403-161583 but goes into pretty good detail. Also check out the FAQ in the HVAC forum it will give you the  formulas you will need. Let me know if that helps.

1. Activation pressure for volumetric flow in system.

2. ANSI Class 150 application, 260 psig at 200 degrees F maximum.
