I am looking for a material with a lower permeability than 4140. The application is for a magnetic circuit that relies on leakage flux to function so the material must saturate at a lower value from the source magnets.

Some ideas:
4340 has more alloying elements in it that would reduce permeability & saturation.

If you can cold work the 4140 more, that'll also achieve what you are looking for.

Some of the 400 series or duplex stainless steels might work too.

Why not make the part smaller to increase leakage?  Or build in a  controlled air gap?  Using alloys that are not manufactured to magnetic quality requirements to control you system is a bad idea.
