Is there a way to rotate dimensions in a drawing?  For instance if I do a vertical dimension , is there a way to have the dimension text be oriented horizontally instead of vertically.

Which dimensioning standard are you using? It sounds like ISO. If you switch to ANSI, it should do what you ask.

Or to change dims individually, you could RMB on the dim, go to Properties, Display, and Override standards dimension display, and pick the middle option.

Is there a way to have all dimensions behave like this by default.

Use the ANSI standard throughout, and this forces all dimension text horizontal.
If you want to use ISO (or whatever standard you have for that matter), you can still overide the standard.  Document Properties--Dimensions--Leaders.
