Is their a bldg code or mechanical code requirement to shutdown all HVAC units in a respective floor if their is a fire alarm condition? If their a requirement, where can I find it?

Contact the LA building authority. Who will point you in the right direction regarding codes. An excellent place to start is the IMC (if LA has adopted it). You might also try to search with your search engine for "Los Angeles Building Codes". Many codes are available online in PDF format.
