I have recently been tasked with locating a controls group for a ring bus project that will incorporate an new utility feed, a Cogen plant, and a production facility (including switch gear and stand-by generators, UPS....)I would like some input on what criteria for a matrix would be beneficial. Currently we have a variety of mixed controls to include Square D, Encorp, and GE. Encorp is the controls vendor for the cogen but have recently gone through a re-organization and are somewhat questionable in their resource capabilities.

Are you looking for a company to do the controls? Or are you looking for a vendor that does power?

sorry for the confussion, to clarify somewhat we are adding in a redundant utility feed (21kV) in which will allow us to connect a (new)existing 4.2 mW cogen with an (old)existing 3.0 mW deisel stand-by generator plant through a line up of square D breakers. The cogen has a current program and controls (Encorp)that with the exception of a start signal to the stand-by deisels is independant. The Stand-by deisels have there own controls on an obselete GCC system that will be replaced. GE currently maintains the GCC. The interior of the ring will be controlled through square D but as far as the load shed program and controls we have the issue of determining which group to use. Encorp recently went through a re-organization and is considered unstabil at this time but again is the main proproeitary controls and load shed program for the cogen. As of yesterday the decision was made to try and use one vendor to replace the GCC and provide load shed controls and programing. I am now looking for suggestions on how to approach a selection process between these three groups. you may not be able to help through this thread any longer as the situation has changed since the first post and confussion is most likely greater than it was.

Dashiell is well known for substation design.  I do not know about load sheading or load sharing issues.  There are groups within GE Power Systems that can do all of the above.  Many of the general engineering contractors have a power group.  Where are the job or engineering locations?

thanks JLSeagull for the reply. As I mentioned GE is one of those groups we are looking at however because we chose not to use them for the cogen project they have noted some reluctance to getting envolved with anything application surrounding it. We are located in California. My main objective at this point is to come up with a set of criteria for determining a vendor.
