I am an electronics engineer. PS line failed on older car. Very big job to replace. I propose to short circuit the PS pump to stop growl, and drain rest of system. This is a small Ford rack and pinion system. Steering may be harder, but can this cause any mechanical problems?

Perhaps not right away but eventually, yes.
Without circulating oil, the steering box will not stay well lubed forever. Open lines will allow air, moisture, and other contamination to enter.
The steering ratio is setup for power assist, so it is likely a little fast. Using the same system manually may speed up wear of various input components.

Start lifting weights now. Steering WILL be harder, perhaps to to the point of being dangerous (depending on model).
Why not remove the pump entirely?
